The Peculiar Case of Internet Explorer in Korea

Most expats I know living in Korea have a generally positive attitude towards the country, and consider it to be a highly developed, trendy place. But if you want to see even mild-mannered expats fly into a sudden rage, mention Koreans’ widespread use of Internet Explorer.

Internet browsers fall into the category of things that we shouldn’t ever need to form strong opinions about. It’s nothing more than a tool to access websites, so as long as we can use a website without problems, most people shouldn’t care if they’re using Chrome or Internet Explorer, Safari or Firefox.

And yet, for some reason internet browsers provoke a highly passionate response from many computer users. Some people might prefer Google’s Chrome for its speed or functionality, or Apple’s Safari for its design. But around the world, the most common emotional response to web browsers is a passionate hate for Internet Explorer.

A quick web search (even on IE) will confirm this. One indication is the number of jokes that make fun of IE for being slow, insecure, filled with errors, and generally uncool. (One of my favorites: "If Internet Explorer is brave enough to ask you to be your default browser, you're brave enough to ask that girl out.") People designing websites have particularly negative feelings for the browser, because it’s so difficult to work with.

Actually, in recent years Microsoft has made improvements to Internet Explorer, so that new versions are now fast to use and protect users from malware. But in the end, Microsoft decided that the brand had such a negative image that it would be better to start over and create a completely new browser. In July, Edge was officially launched for Windows 10 as Microsoft’s new primary web browser. IE will continue to be available as the company’s #2 browser.

Google’s Chrome is now easily the most widely used web browser in the world. But there are still two countries where IE remains entrenched: Japan and Korea. In Korea, it’s estimated that 88% of users use IE, and only 9% use Chrome.

This is related, of course, to a 1999 law that requires online shopping and banking in Korea to be done with a technology called Active X which is only available on IE. Even after the current government has started encouraging online banking services and other websites to use newer technology, most complex Korean sites don’t work on Chrome, Safari or any browser but IE. They also don’t work on Microsoft’s Edge, which doesn’t support Active X.

On the one hand, people living in Korea can just choose to use IE, forget about other browsers, and shop on Korean websites without any problem. But for people who use Apple products, Chrome or other web browsers, it’s a constant headache. Speaking for myself, I use Chrome, and would sooner die than go back to IE. But I have to keep a copy of IE on my desktop in order to use Korean websites. Even after living in Korea 18 years, I still often forget to close Chrome and open up IE before starting a complicated online transaction on a Korean website. It’s usually only after 5 minutes of entering text that I get the error message. At such times, even my mild-mannered personality erupts in fury.

So it’s partly a matter of inconvenience that makes people who don’t use IE feel so frustrated with Korea. But beneath it, one can sense another issue as well. Korean society sometimes shows a tendency to coalesce behind a winner: to support the biggest or most famous brand or idea, and pay little attention to alternatives, even if in some ways their quality is superior. Of course this happens in countries all around the world, but it seems particularly strong in Korea. Years ago, Korea picked IE because it thought it was a winner. But globally, it turned out to be a loser, and now even Microsoft has given up on it. How much time will it take before Korean websites stop saying “Just use IE,” and allow customers to choose their own browser?
