Washington should not avoid responsibility

미국은 책임을 회피하지 말아야

The United States has returned four vacant military bases to South Korea on condition that the two sides continue consultations on how to share the cost for decontamination work there.

미국이 오염 정화 비용에 관한 협의를 계속 진행한다는 조건으로 비어 있는 미군 기지 네 곳을 반환했다.

It is good news. The four bases ― Camps Eagle and Long, both in Wonju; Camp Market in Incheon; and the Shea Range at Camp Hovey in Dongducheon ― had remained closed for up to 10 years, posing a threat to the environment and the people's health. The bad news is that the U.S. is still showing no signs of accepting responsibility for the environmental damage caused by the bases.

좋은 소식이다. 네 기지(원주에 있는 캠프이글, 캠프롱, 인천의 캠프마켓, 동두천 캠프하비의 셔사격장)는 환경과 주민 건강을 위협하며 약 10년간 닫혀 있었다.나쁜 소식은 미국이 여전히 미군 기지 오염에 관한 책임을 인정할 기미가 없다는 것이다.

The return of these bases had been delayed for years due mainly to differences between the allies over the clean-up costs. But it seems the U.S. decided to return them to address complaints over the possible spread of pollution and delays in municipal governments' redevelopment plans.

이 기지들은 정화 비용과 관련한 한미 간 이견으로 수년간 반환이 지연되었다. 하지만 미국은 오염의 확산과 지자체의 재개발 계획의 지연 민원 때문에 반환하기로 결정한 것으로 보인다.

Despite the U.S. refusal to pay, South Korea said it will begin the procedures needed to decontaminate the bases, which may take from two to four years and could cost a total of 110 billion won ($92 million). The South plans to pay for the clean-up operations first and then demand part of this from the U.S. Forces Korea (USFK) if a compromise is reached between the two sides later.

미국이 정화 비용 부담을 거부하더라도 한국은 약 1,100억 원에 달하는 비용과 2년에서 4년까지 걸리는 정화 작업을 곧 시작한다고 말했다. 한국에서 먼저 비용을 대고 나중에 한미 간 합의에 따라 이 중 일부를 청구한다는 계획이다.

According to the government, the U.S. has handed over 54 of 80 military bases nationwide that it earlier agreed to do so, but it did not share any of the clean-up expenses. Trillions of won have been and will be spent to clean up the bases.

정부에 따르면, 미국은 반환하기로 약속한 80개의 기지 중 54개를 반환했지만 정화 비용은 한 푼도 대지 않았다. 수조 원의 돈이 이 기지들을 정화하는 데 쓰일 것이다.

The U.S. claims there is no such precedent in any countries where its troops are deployed, including Germany and Japan. Previously, the U.S. Department of Defense said chemical compounds, such as perfluorooctane sulfonate and perfluorooctanoic acid, were released or a suspected discharge of them occurred at 401 former and current U.S. military bases, without naming them.

미국은 독일이나 일본 등 미군이 주둔하는 그 어떤 나라에서도 기지 정화 비용을 댄 적이 없다고 주장하고 있다. 미 국방부는 기지 이름은 밝히지 않은 채로 401개의 전현 기지에서 다양한 화학 물질이 버려졌거나 그러한 의심 사례가 있다고 말한 적이 있다.

This is a sentimental issue to South Koreans. The U.S. has demanded more payment from the South for "defending it from North Korea," but is refusing to assume responsibility for contamination at its bases.

이는 한국인에게는 민감한 문제다. 미국은 한국에 북한으로부터의 방어 목적의 비용을 더 내라고 요구해 왔지만 기지 정화 비용에 대해선 책임을 인정하고 있지 않다.

This is absurd. The U.S. is reportedly demanding the South pay five times more for the USFK upkeep in the ongoing defense-cost sharing negotiations. The U.S. should no longer avoid responsibility for the contamination, and find ways to strengthen environmental management of the current ones in use.

이는 불합리하다. 미측은 현재 진행 중인 방위비 협상에서 주한미군 주둔 비용을 5배나 인상해 달라고 요구하고 있다. 미국은 기지 오염에 대한 책임을 더 이상 회피해서는 안 되고 현재 주둔하고 있는 기지에서의 오염을 방지하기 위한 대책도 마련해야 한다.
