Stronger ties impossible without mutual respect
상호 존중 없이는 동맹 강화 불가능하다
South Korea's senior security officials and diplomats, including Foreign Minister Kang Kyung-wha, are reportedly preparing to visit Washington next week before and after the General Security of Military Information Agreement (GSOMIA), a military intelligence-sharing pact with Japan, expires at midnight, Nov. 22.
강경화 외교부장관과 주요 외교 안보 인사들이 지소미아 폐기되는 22일 자정을 전후해 미국을 방문할 것으로 알려졌다.
Their visits are to seek U.S. understanding that ending the GSOMIA was an inevitable choice by Seoul as a sovereign nation in the context of its present relations with Tokyo, and to reaffirm its commitment to the U.S. alliance.
방미의 목적은 현재 일본과의 관계에서 볼 때 지소미아 폐기는 주권 국가로서 내린 불가피함 결정임을 이해를 구하고, 한미 동맹에 대한 확고한 의지를 전하기 위해서다.
It is not hard to imagine how frustrating the expiration is for Washington, which has described the GSOMIA as a symbol of its security cooperation with the two Asian allies. As the crucial date is approaching, there has been pressure from the U.S. on South Korea to reverse its decision not to renew the deal.
지소미아를 한미일 안보 협력의 상징으로 일컬어왔던 미국으로서는 폐기가 얼마나 실망스러운지 쉽게 짐작해볼 수 있다. 폐기 시점이 다가오면서 폐기 결정을 번복하라는 미국의 압력이 엄청나게 거세지고 있다.
But it appears that the Moon Jae-in administration is standing firm on this. Seoul is likely to discard the deal as planned unless Japan acts first to scrap its unilateral export restrictions on South Korea.
하지만 문재인 정부의 의지는 확고해 보인다. 일본이 먼저 수출 제한 조치를 철회하지 않는 한 지소미아는 폐기될 것이다.
This is obviously not typical of South Korea, which has been "docile" to the U.S., sometimes putting U.S. interests before its own in handling foreign and security affairs. So there seems to be little argument that the termination of the GSOMIA could be a historic incident that determines the future of this country. It will also have serious ramifications for Seoul's future relations with Washington, Tokyo ― as well as Beijing.
이는 지역 안보, 외교 문제에 있어서 때때로 자국 이익보다도 미국의 이익을 우선해왔던 유화적인 한국의 모습과는 다르다. 그래서 이번 지소미아 폐기가 이 나라의 미래를 결정할 역사적인 사건이 될 것이라는 점에는 별 이견이 없는 것 같다. 또한 한국의 대미, 대일, 그리고 대중 관계에도 지대한 영향을 미칠 것이다.
The question is whether Seoul is ready to face the possible consequences.
문제는 우리가 준비가 되어 있느냐다.
In fact, the spirit of the Seoul-Washington alliance has been tarnished considerably in recent years since U.S. President Donald Trump took office. There have been many incidents that raise questions as to if he respects Seoul as an ally. He has hurt the pride of South Korea, its leader and people, repeatedly.
사실 트럼프 미국 대통령 취임 이후로 한미 동맹 정신은 크게 훼손되었다. 트럼프가 한국을 동맹으로서 과연 존중하는지 의심이 들 만한 사건은 많았다. 한국과 한국의 지도자와 한국 국민의 자존심에 상처를 줬다.
So when U.S. Forces Korea Commander Gen. Robert Abrams told reporters Tuesday that terminating the GSOMIA could send the wrong message that the U.S. alliances with South Korea and Japan are not strong enough to ensure security in the region, it seemed to be a willful ignorance of reality.
그래서 주한미군사령관인 로버트 에이브럼스가 지소미아 폐기가 한미일 안보 협력이 공고하지 않다는 잘못된 메시지를 줄 거라고 말했을 때 그의 말은 현실을 애써 외면하려는 것처럼 보였다.
Basically, the GSOMIA, which is only three years old, is a bilateral pact between Seoul and Tokyo, and Seoul now doesn't see it necessary to keep it. Japan described South Korea as a potential risk to its security when it imposed the export restrictions. Is it strange then for Seoul to regard sharing military intelligence with Tokyo as a potential danger to its security?
기본적으로 이제 3년된 지소미아는 한국과 일본 양국 간의 협약이며, 한국은 지속시킬 필요성을 느끼지 못한다. 일본은 한국을 안보에 잠재적 위협이라며 수출 규제 조치를 취했다. 그렇다면 한국도 일본을 잠재적 안보 위협 요소로 여기는 게 이상한 것인가?
Abrams said the signing of the GSOMIA gave a clear message to the region that South Korea and Japan had put aside their historical differences and put at the forefront the stability and security of the region.
에이브럼스는 지소미아는 한일 두 나라가 역사적 이해 관계를 떠나 지역 안보와 안정을 우선시한다는 명확한 메시지를 준 것이라고 말했다.
No. that is not true. Such a deal as the GSOMIA is only a trick as long as the history war between Korea and Japan continues.
아니다. 지소미아와 같은 협약은 지금처럼 한일 간 역사 문제로 언제든 틀어지는 상황 속에서는 그저 한낱 속임수일 뿐이다.
