아시아나항공 샌프란시스코 노선, 내년 3월부터 운항 정지

Starting March 2020, the Incheon-San Francisco route of Asiana Airlines will be suspended for 45 days, the transport ministry said, Friday.

국토교통부는 금요일 아시아나항공의 ‘인천-샌프란시스코' 노선 운항이 내년 3월 1일부터 45일간 정지된다고 밝혔다.

The decision is a punitive measure against Korea's second-largest carrier over a deadly crash landing in July 2013 that killed three Chinese passengers and injured 187.

이번 결정은 2013년 7월 중국인 승객 3명이 숨지고 187명이 다친 치명적인 착륙 사고를 낸 국내 2위 항공사인 아시아나항공에 대한 징벌적 조치다.

The ministry's announcement also came after the Supreme Court upheld a 45-day suspension on its San Francisco route last week.

국토교통부의 이번 발표는 지난주 대법원이 아시아나항공의 샌프란시스코 노선에 45일간의 운항 정지 판결을 확정한 후 나온 것이다.

“We have decided to suspend the route from March, considering the current booking situation,” said an official of the Ministry of Land, Infrastructure and Transport.

국토부 관계자는 “현재 예약 상황을 고려해 3월부터 노선 운항을 정지하기로 했다”고 설명했다.

According to the ministry, Asiana's booking status on the route is 52.2 percent in November, 54.5 percent in December, 47.2 percent in January, 24.6 percent in February, 12.5 percent in March and 9.5 percent in April.

국토부에 따르면 아시아나항공의 샌프란시스코 노선 예약 현황은 11월 52.2%, 12월 54.5%, 1월 47.2%, 2월 24.6%, 3월 12.5%, 4월 9.5%로 3~4월의 예약률이 제일 낮다.

“The ministry also instructed Asiana to minimize any fallout that customers may face from the suspension,” the official added.

해당 관계자는 “국토부는 아시아나항공에 고객이 운항정지에 따른 불편을 최소화하도록 지시했다”고 덧붙였다.

The ministry said it will temporarily increase the number of flights of other airlines on the route during the suspension period if necessary.

국토부는 “운항정지 기간 중 여객수요 등을 면밀히 관찰해 필요 시 임시증편 등의 조치를 적극적으로 시행할 계획”이라고 덧붙였다.

In November 2014, the ministry ordered the carrier to suspend flights on the route for 90 days, but later reduced the punishment by half, citing the carrier's efforts to compensate the victims.

국토부는 2014년 11월 항로에서 90일간 운항 정지를 명령했으나 이후 해당 항공사의 피해 보상 노력을 들어 처벌 수위를 절반으로 낮췄다.

The transport ministry said the crash was caused by pilot error and the company's failure to properly train flight crews.

국토부는 이 사고는 조종사의 과실로 인한 것이며 회사가 (운항)승무원들을 제대로 훈련시키지 못했기 때문이라고 주장했다.

The airline filed and won an injunction in January 2015, which allowed it to continue operations to the U.S. city until a court ruled on the case.

아시아나항공은 2015년 1월 법원이 이 사건에 대한 판결을 내리기 전까지 미국 샌프란시스코 노선 운항을 계속하게 해달라는 집행정지(가처분) 신청을 내고 승소했다.

In 2016, the Seoul Administrative Court ruled in favor of the government, stating Asiana's pilots violated navigation rules and took inadequate measures during the landing. The following year the Seoul High Court upheld the ruling.

2016년 열린 1심에서 아시아나항공 조종사들이 운항 규범을 위반했고 착륙 과정에서 부적절한 조치를 취했다며 정부에 유리한 판결을 내렸다. 이듬해 열린 2심에서도 아시아나항공은 패소했다.
