Both leaders should engage in frank discussion for peace
양 정상은 평화를 위해 허심탄회한 대화 이어가야
The meeting at the truce village of Panmunjeom between President Moon Jae-in and North Korean leader Kim Jong-un will focus on two crucial objectives - denuclearization and establishing permanent peace on the Korean Peninsula.
판문점에서 열린 문재인 대통령과 김정은 북한 국무위원장의 만남은 비핵화와 한반도의 항구적 평화 구축이라는 두 가지 중요한 목표에 중점을 둔 회담이다.
The entire world is intensely watching whether the rare inter-Korean summit, only the third since the 1950-53 Korean War, will produce tangible outcomes to significantly reduce military tension between the two Koreas, which has intensified with Pyongyang’s obsessive nuclear and missile development.
1950~53년 한국전쟁 이후 불과 세 번째인 이번 남북정상회담은 북한의 집요한 핵과 미사일 개발로 인해 악화된 남북 간의 군사적 긴장을 획기적으로 줄이기 위한 중대한 성과를 창출할 것인지 여부에 대해 전 세계가 주목하고 있다.
There is also keen interest in whether the meeting will produce any headway in officially ending the Korean War, which is still technically ongoing since the 1953 armistice. U.S. President Donald Trump recently said the two Koreas have his “blessing” to start discussing the end of the war. Many Koreans think terminating the war is long overdue.
또 1953년 휴전협정 이후 아직도 진행 중인 한국전쟁에 공식적으로 종지부를 찍기 위한 협상에 진전이 있을지도 주요 관심사다. 최근 도널트 트럼프 미국 대통령은 남북이 이러한 논의를 시작하는 데 ‘축복’하겠다고 말했다. 많은 한국인들은 종전이 너무 지연되었다고 생각한다.
The success of Moon-Kim dialogue will be measured by how much consensus they reach on the major topics. But the fact the two leaders are getting together is enough to move many Koreans who have longed for the two Koreas to resume high-level exchanges, which had been severed during the conservative rule of former Presidents Lee Myung-bak and Park Geun-hye. It is also good news for many elderly Koreans who still have relatives in the North.
이번 남북정상회담의 성공 여부는 주요 의제에 대해 얼마나 많은 합의가 이루어졌는지에 달려 있다. 그러나 양국 정상이 만난 것 자체가 보수정권 시절 단절된 남북한 간 최고위급 교류가 재개된 것에 의미를 두고 있다. 북한에 아직도 가족을 둔 많은 고령의 이산가족에게도 좋은 소식이다.
The two leaders should remember the saying “well begun is half done.” During their first meeting, they should embrace the rare chance for frank discussions for the common goal of bringing peace to the Korean Peninsula. There will be only so much that can be achieved in one meeting; so this should be the start of regular ones and active communication between the leaders of the two Koreas.
양 정상은 ‘시작이 반’이라는 속담을 되새기기 바란다. 첫 만남에서는 한반도 평화라는 공통된 목적을 위해 허심탄회한 대화를 나눌 수 있는 흔치 않은 기회를 잘 살려야 한다. 한 번의 만남으로 이룰 수 있는 것은 제한되어 있다. 따라서 이번 회담이 계기가 되어 앞으로 정례적으로 양 정상이 만나고 소통하기를 바란다.
Moon’s peace initiative, however, does not have the support of all Koreans, since North Korea does have a history of incessant provocations and going back on its word. The opposition parties are still skeptical of Pyongyang’s motives in being so forthcoming about discussing denuclearization.
북한의 끊임없는 도발과 약속을 여러 차례 어겼던 과거 때문에 문 대통령의 평화 구축 노력이 온 국민의 지지를 받는 것은 아니다. 야당은 아직도 비핵화 논의에 북한이 적극적인 것을 두고 의심을 감추지 않고 있다.
Despites all the doubt and criticism surrounding the summit, it is undeniable that the situation on the Korean Peninsula is moving in the right direction with Moon’s peace-making efforts.
정상회담을 둘러싼 여러 가지 의구심과 비판에도 불구하고 평화를 위한 문 대통령의 노력으로 인해 한반도 정세가 올바른 방향으로 진전하고 있다는 것은 의심의 여지가 없다.
The PyeongChang Winter Olympic Games, which Moon defined as the “Peace Olympics,” paved the way for cultural and sports exchanges.
문 대통령이 ‘평화올림픽’이라고 정의한 평창동계올림픽은 북한과 문화 체육 교류의 물꼬를 텄다.
The President deserves credit for resuming summit diplomacy with North Korea, and in particular for doing an effective job as a mediator for a first-ever U.S-North Korea summit. President Moon has not been the perfect leader, but at least on diplomacy with North Korea, he is doing a fair job. It is time for the entire nation to get behind his peace-making efforts and wish him all the best for a fruitful summit.
북한과 정상 외교를 다시 시작하고, 특히 북미 간의 효율적인 중재자 역할을 수행해 역대 첫 북미정상회담의 길을 열어 준 문 대통령의 활약은 평가 받아야 마땅하다. 문 대통령이 완벽한 지도자라고 할 수는 없으나 적어도 북한과 외교만큼은 잘하고 있다고 봐야 한다. 이제는 온 국민이 문 대통령의 평화 만들기를 지지하고 회담에서 좋은 성과를 얻을 수 있도록 응원할 때다.
