Buildings, trains, hot water pipes, what else?

빌딩 열차 온수관에 이어 또 어디서 사고 나나?

A series of public safety accidents in recent weeks has alarmed citizens. The latest involves the Daejong Building in Gangnam, Seoul, which has been determined to be on the verge of collapse.

잇단 안전 사고로 시민들이 불안하다. 최근에는 강남 대종빌딩이 붕괴 위험 진단을 받았다.

The Gangnam District Office banned entry to the 15-storey building Wednesday and ordered residents to evacuate. It is shocking that such a huge building in Seoul’s most affluent district could crumble at any moment. Construction workers who were doing interior work on the second floor found signs of structural defects. The authorities carried out an emergency safety check and determined that the building’s safety was at level E, the lowest in its safety measuring index.

서울 강남구청은 수요일 이 15층 건물 출입을 금지하고 주민들에게 대피령을 내렸다. 서울의 가장 부유한 지역에 있는 거대한 건물이 언제라도 무너질 수 있다는 것은 충격적이다. 2층에서 인테리어 공사를 하던 건설 인부들이 구조적 결함의 징후를 발견했다. 당국은 긴급 안전 점검을 실시해 안전 지수가 가장 낮은 E등급임을 확인했다.

It is really scary to think what might have happened if residents had not received the timely notice to vacate the building. It is incomprehensible that Gangnam District Office gave it an A level in a previous safety check in March, which means the checkup may have failed to ascertain properly the true condition of the aged infrastructure.

만약 거주자들이 시의적절하게 퇴거 통지를 받지 않았다면 어떤 일이 일어났을지 생각하면 끔찍하다. 강남구청이 지난 3월 진행한 안전 점검에서 최우수 등급인 A등급으로 판정한 것은 이해하기 어렵다. 이 노후된 건물의 상태가 어떤지 정확하게 진단하지 못했다는 의미다.

What is really worrisome is that the Daejong Building is not the only one that may have structural problems. According to the Seoul Institute, one out of four buildings in Seoul was more than 30 years old as of 2015. Buildings from the 1980s-90s are particularly vulnerable to structural failure.

더욱 우려되는 것은 대종빌딩만이 구조적 문제를 가지고 있는 것이 아니라는 점이다. 서울연구원에 따르면 2015년 현재 서울의 4개 건물 중 1채가 30년 이상 된 것으로 나타났다. 1980-90년대 건물들은 특히 구조적 결함에 취약하다.

Many middle-aged and older Koreans sill vividly remember the nightmare of the Sampoong Department Store in June 1995 in Seocho-gu, Seoul, which took the lives of more than 400 people. Authorities should urgently check the capital’s older buildings to prevent any major accidents.

1995년 6월 서울 서초구에 있던 삼풍백화점 붕괴 사고가 400여 명의 목숨을 앗아간 악몽을 많은 중장년층이 생생하게 기억하고 있다. 당국은 대형 사고를 막기 위해 수도의 오래된 건물들을 긴급히 점검해야 한다.

This is not the only major safety scare to occur this week. On Tuesday a KTX train bound for Seoul from Gangneung, Gangwon Province, derailed ― the latest in a series of accidents involving Korail trains that has significantly damaged public trust in the national rail operator. Its former CEO Oh Young-sik offered to resign after a strong backlash against his lack of expertise in trains and public transport systems.

이번 주에 일어난 안전 사고는 이뿐만이 아니다. 화요일 강원도 강릉에서 서울로 향하는 KTX 열차가 탈선했는데, 이는 코레일에 대한 국민 신뢰에 심각한 손상을 입힌 잇단 열차 사고 중 가장 최근에 발생한 것이다. 기차와 대중교통 시스템 분야의 전문 지식이 부족하다는 거센 비난이 일자 오영식 전 코레일 전 사장이 사퇴 의사를 밝혔다.

Last week, an underground hot water pipe burst in Baekseok-dong, Goyang, Gyeonggi Province, causing casualties and severe chaos in the area. Similar accidents happened this week in Mok-dong, Seoul, and Ansan, in Gyeonggi Province.

지난 주에는 경기 고양 백석동에서 온수관이 파열돼 부상자가 발생하고 인근에 심각한 혼란을 초래했다. 이번 주에 서울 목동과 경기도 안산에서 비슷한 사고가 발생했다.

It seems hardly a day goes by without a safety-related problem. President Moon Jae-in has often mentioned the Sewol ferry sinking to highlight his emphasis on public safety. But even after all the controversy over the appointment of the former Korail leader, Moon appointed another non-expert to lead the Korea Airport Corporation this week.

안전 관련 문제가 없는 날은 거의 없는 것 같다. 문재인 대통령은 국민 안전을 강조하기 위해 세월호 사고를 자주 언급해 왔다. 그러나 전임 한국철도공사 사장의 임명을 둘러싼 논란에도 불구하고 문 대통령은 이번 주 한국공항공사 사장에 또 다른 비전문가들을 임명했다.

The latest series of accidents, coupled with incomprehensible appointments to public corporations that are closely linked to people’s lives, lead many to believe that this administration is not very serious about doing things better than its predecessors to ensure public safety.

최근 일련의 사고와 국민의 삶과 밀접한 관련이 공기업에 연이은 낙하산 임명을 보면 이 정부가 이전 정부보다 국민의 안전을 더 중요하게 생각하는지 의문이다.
