RCEP to boost open trade in Asia-Pacific

역내 포괄적 경제동반자협정(RCEP)은 무역개방을 증진할 것이다

The 10 member states of the Association of Southeast Asian Nations (ASEAN) and five other countries, including South Korea, agreed on a mega Asia-Pacific trade pact during their summit in Bangkok, Monday. The pact aims to create a mammoth economic bloc that accounts for half of the world’s population and one-third of the world’s total gross domestic product (GDP). A formal accord is set to be signed next year.

동남아국가연합(ASEAN) 10개국과 한국을 포함한 다른 5개국은 월요일 방콕에서 정상회담을 열고 아시아-태평양 역내 거대 무역 협정에 합의했다. 이 협정은 세계 인구의 절반과 세계 GDP의 3분의 1을 차지하는 대규모 경제 블록을 창설하는 것을 목표로 한다. 이 협정은 내년 정식으로 체결될 예정이다.

The agreement is good news for Asia’s fourth-largest economy as the envisaged free trade bloc, known as the Regional Comprehensive Economic Partnership (RCEP), is expected to boost trade and investment among participating countries. The pact, if implemented as scheduled, will be a boon to South Korea, which is suffering setbacks in the face of the global economic downturn caused by the U.S.-China trade war and other negative factors.

이 합의는 역내 포괄적 경제동반자협정(RCEP)으로 알려진 자유 무역 지대가 참여 국가 간의 무역과 투자를 증진할 것으로 예상돼 아시아의 4대 경제 대국인 한국에는 좋은 소식이다. 이 무역 협정은 예정대로 이행되면, 미중 무역 전쟁과 여타 부정적인 요인들에 의해 야기된 세계 경제 둔화에 직면하여 좌절을 겪고 있는 한국에 혜택이 될 것이다.

The trade deal also comes as Korea is exploring ways of reducing its heavy dependence on exports to China and the U.S. ― the country’s two largest trading partners. Thus, the RCEP is likely to provide momentum for the Moon Jae-in administration’s New Southern Policy, which is designed to diversify export markets by beefing up strategic relations with Southeast Asian countries.

이 무역 협정은 한국이 두 거대 교역국인 중국과 미국에 대한 과도한 수출 의존도를 줄이는 방안을 모색하고 있는 가운데 타결됐다. RCEP는 동남아 국가들과 전략적 관계를 강화함으로써 수출 시장을 다변화하려는 문재인 정부의 신남방정책을 활성화시킬 것으로 보인다.

That’s why President Moon, who was attending the ASEAN-hosted summit, said the RCEP will open the way for the world’s largest free trade market and economic community that will respect each member’s diversity and strengthen cooperation. As he said, the new pact can offer new opportunities for Korea not only in trade and investment, but also in diplomacy and security.

이는 아세안이 개최한 정상회담에 참가한 문 대통령이 RCEP가 서로의 다양성을 존중하며 협력을 강화하는 세계 최대의 자유 무역 시장과 경제 공동체를 건설하기 위한 길을 열어나갈 것이라고 말한 이유이다.

And yet, the RCEP still has many challenges to be tackled down the road. First, China has led the process of creating the pact since November 2012 when Beijing felt a sense of crisis over the U.S.-led negotiations for the so-called Trans-Pacific Partnership. For this reason, China may try to exercise its influence over the new economic bloc, apparently to counter the U.S.’s Indo-Pacific strategy of containing the G2 power in the region.

그러나 아직 RCEP는 향후 극복해야 할 많은 도전에 직면해 있다. 첫째로, 미국 주도의 환태평양 경제동반자협정(TPP)에 대해 위기감을 느낀 중국이 2012년 11월 이래 RCEP 창설을 주도해 왔다. 이 때문에 중국은 분명 이 지역에서 세계 2대 강국인 자신을 억제하려는 미국의 인도-태평양 전략에 대항하기 위해 새로 출범할 경제 블록에 영향력을 행사할 수도 있다.

Second, India has refused to join the China-backed trade deal, fearing that a potential influx of cheap Chinese products could devastate the South Asian country’s domestic industries. The pact, involving 10 ASEAN members and six other countries, including Japan, Australia and New Zealand, is intended to link about 3.6 billion people and cover over 30 percent of global trade and GDP. If India drops out of the deal, the RCEP will include just 2.3 billion people, with its share of global trade also declining.

둘째로, 인도는 중국의 저가 제품 유입이 자국 산업을 황폐화시킬 수 있다는 우려 때문에 중국 주도의 RCEP 무역 협정 참여를 거부해 왔다. 아세안 10국과 일본, 호주 및 뉴질랜드를 포함한 6개국를 아우르는 이 협정은 36억 인구와 세계 교역과 GDP의 30% 이상을 연결하는 것을 목표로 하고 있다. 인도가 이 협정에서 중도하자 한다면, RCEP는 23억 인구만을 포함하여 세계 교역에서 차지하는 비중이 떨어질 것이다.

Third, the rivalry between the U.S. and China may intensify following the birth of the sprawling Asia trade pact. Washington underscored its commitment to its Indo-Pacific strategy immediately after the RCEP deal was announced. The State Department released a 30-page report on the implementation of the strategy aimed at countering China’s military and economic rise in the region.

셋째로, 넓은 지역을 포괄하는 아시아 무역 협정의 탄생으로 미-중 간의 대결이 격화될 수도 있다. 미국은 RCEP 타결이 발표되자마자 즉시 인도-태평양 전략에 대한 공약을 강조했다. 미 국무부는 이 지역에서 중국의 군사 및 경제력 증대에 대항하는 것을 목표하는 이 전략의 이행에 관하여 30 페이지 분량의 보고서를 발표했다.

In this context, China and other participants need to make strenuous efforts to ensure that the RCEP will not be affected by political influence and geostrategic rivalry. They must advocate for free and fair trade to bring prosperity to the Asia-Pacific region. Otherwise, the trade pact will stand little chance of success.

이런 상황에서, 중국과 다른 참여국은 RCEP가 정치적 영향력이나 지정학적 대결에 의해 영향 받지 않도록 불굴의 노력을 해야 한다. 이들 국가는 아태 지역에 번영을 가져다 주기 위해 자유 무역 및 공정 무역을 주창해야 한다. 그렇지 않으면, 이 무역 협정은 성공할 가망이 거의 없을 것이다.
