Korea, Vietnam lawyers condemn war killings

한국·베트남 법률가들 베트남 민간인 학살 규탄 한목소리

Korean and Vietnamese lawyers called on the government to investigate and provide reparations for the alleged killing of Vietnamese civilians by Korean soldiers during the Vietnam War.

한국과 베트남의 변호사들이 베트남 전쟁 중 한국군에 의한 살해된 베트남 민간인 사건에 대한 조사와 보상을 한국 정부에 요구했다.

Several members of the Vietnam Lawyers Association came to Korea and announced a joint statement on the issue with the Seoul Bar Association (SBA), Wednesday.

베트남법률가협회 회원 여러 명이 한국에 와서 서울지방변호사회(서울변회)와 베트남전 민간인 학살 문제에 대한 공동 성명을 수요일 발표했다.

“Finding the truth behind the civilian killings during the Vietnam War is necessary for human rights and peace, and it will also strengthen future ties between Korea and Vietnam, allowing them to develop their relationship on the foundations of historical truth,” Park Jong-woo, head of the SBA, and Duong Thanh Bac, vice president of the Vietnam group, read in turn from the joint statement at a press conference at the SBA office in southern Seoul.

박종우 서울변회 회장과 두엉 탄 박 베트남법률가협회 부회장은 서울 서초구 변호사회관에서 가진 기자회견에서 “베트남전 당시 자행된 민간인 학살의 진실을 밝히는 것은 인권과 평화를 위해 필수다. 이는 역사적 진실이라는 초석을 닦아 양국의 관계를 발전시킬 것”이라며 공동성명서를 차례대로 읽었다.

“The Seoul Bar Association and Vietnam Lawyers Association call on the Korean government to investigate the truth behind civilian killings in the Vietnam War and provide confirmed victims with proper reparation measures.”

"서울지방변호사회와 베트남법률가협회는 베트남 전쟁 민간인 학살의 진상을 조사하고 확인된 피해자들에게 적절한 배상 조치를 제공할 것을 한국 정부에 촉구한다."

Civic groups in the two countries have made efforts to find the truth about alleged massacres since 2000, such as filling suits to demand the government disclose related documents, but the administration’s response has been insufficient, they said.

양국의 시민단체들은 2000년부터 정부에 관련 문서 공개를 요구하는 소송을 하는 등 민간인 학살 의혹에 대한 진상 규명을 위해 노력했지만, 정부의 대응이 미흡했다고 이들은 말했다.

Former President Park Chung-hee sent around 320,000 soldiers to Vietnam between 1964 and 1973 to aid U.S. forces against the North Vietnamese communist insurgency.

박정희 전 대통령은 공산주의인 북베트남과 싸우는 미군을 지원하기 위해 1964년부터 1973년 사이에 약 32만명의 국군을 파병했다.
