[강소기업이 미래다] 첨단 내진 기술로 배전반업계 ‘퍼스트 무버’ 된 라이트제림

‘꾸준한 연구ㆍ개발로 독자적인 특허기술을 보유하는 것만이 최고의 경쟁력’이라는 신념으로 부설연구소를 만들어 기업 혁신에 박차를 가한 지 10년. 대구 달성군 대구국가산업단지에서 수배전반을 전문으로 제조하는 라이트제림은 규모 8.3 지진에도 끄떡없는 내진 수배전반(발전소로부터 전력을 받아 나눠주는 전력시스템) 특허 획득에 이어 ‘무정전ㆍ무이설 내진보강 시스템’과 ‘내진형 태양광 모듈 어레이’를 잇따라 개발하면서 시장이 인정하는 ‘퍼스트 무버(First moverㆍ시장선도자)’ 반열에 올랐다.

지난 2017년 11월 포항 북구 북쪽 9㎞ 지역에서 발생한 5.4 규모의 지진 당시, 상당수 업체가 정전으로 인한 2차 피해로 골머리를 앓았던 반면 라이트제림의 내진 수배전반을 설치한 곳은 상대적으로 정전 피해가 적었다.

김태진(55) 라이트제림 대표이사는 “사람들은 강진이 발생하면 먼저 건물 붕괴에 따른 막대한 피해를 떠올리는데, 우리나라의 경우 일거에 건물이 무너지는 사고는 없었다”면서 “그럼에도 건물 기능이 마비되는 것은 진동에 따른 배전반 고장으로 인한 정전 때문이었다”고 설명했다.

20대 때 고압선로 작업 중 2만2,000V 감전사고를 당해 거의 죽다가 살아났다는 김 대표는 이 사고를 계기로 ‘안전하고 편리한 제품 개발’을 목표로 혁신을 거듭해 왔다. 그가 기술 혁신에 유달리 집념을 보이는 것은 창업 초기 억울한 경험 때문이다.

“24년 전 단순 하도급 업체로 출발했는데, 수익성이 낮은 건 둘째 치고, 실컷 공사를 해놓고도 대금을 떼이는 일이 밥 먹듯 했습니다. 그때 깨달았죠. 아, 나만의 독자적인 기술 없이는 살아남을 수 없구나 하고. 그래도 한 10년은 기술 혁신을 위한 기반을 다져야 했습니다.”

그런 김 대표에게 1만명이 넘는 사망자와 80조원의 재산 피해가 발생한 2011년 동일본 대지진과 원전사고는 큰 전환점이 됐다. 그는 “동일본 대지진 당시 전기실이 먹통 되지 않았다면 원전 폭발이란 대참사는 막을 수 있었을 것”이라며 “이 사고로 우리나라도 내진 배전반 개발이 시급하다고 절감했다”고 말했다.

3년간의 시행착오 끝에 독자기술로 개발한 ‘상하굴절형 방진패드가 구성된 8.3급 내진 배전반’은 2017년 포항 지진을 계기로 우수성이 입소문을 타면서 라이트제림의 ‘효자 상품’이 됐다.

진동패드가 설치된 하부 프레임을 배전반 하부 베이스와 결합해 노면에 고정시키면 규모 8.3 지진에도 멀쩡하다는 게 김 대표의 설명이다. 지진과 관련한 가장 강력한 시험규격으로 인정받는 부산대 지진방재연구센터의 내진시험(GR-63 Core Zone 4)에서 ‘이상없음’을 확인했다.

이 기술로 라이트제림은 배전반 제품의 내진 성능을 개선하는 동시에 가격도 기존 제품 대비 30% 가량 낮췄다. 2018년엔 이 제품이 국내 배전반 제조기업 중 유일하게 조달청 우수제품으로 지정됐다.

김 대표는 한 걸음 더 나아갔다. “새 기술과 제품이 아무리 좋아도 현장에서 구현하려면 기존 제품에 접목시켜야 하는데, 배전반의 경우 크고 무거운 데다 설치비가 수 천 만원에 달해 업체 입장에서는 안전하다는 걸 알면서도 선뜻 교체하기 쉽지 않았습니다. 그걸 감안해 전기를 끊거나 설비를 옮기는 일 없이 내진 성능을 보강할 수 있는 ‘무정전ㆍ무이설 내진보강 시스템’을 개발했습니다.”

이 시스템 개발로 콘크리트 바닥에 그냥 얹어 놓은 배전반은 물론 통신ㆍ전력선 등을 배치할 수 있는 이중마루인 액세스플로어 위에 올려둔 배전반 등도 간단하게 보강할 수 있게 됐다. 규모 8.3급 내진 수배전반에 내진보강 시스템이 더해져 매력적인 결합상품이 된 것이다.

이 결합상품은 지난해 말 국내 최초로 세종시설관리공단의 공동구 전원공급설비에 대한 내진보강 공사에 적용됐다. 공동구는 도시의 미관 개선과 도로구조 보전, 원활한 교통흐름을 위해 전력ㆍ상수도ㆍ통신ㆍ난방 등 도시 기반시설을 지하에 매설한 공간이다.

김 대표는 또 건물 옥상에 태양광발전 설비를 설치할 경우 방수에 문제가 있는 바닥에 구멍을 뚫지 않으면서 지진이나 태풍 등에 안전한 ‘내진형 태양광 어레이’ 설치기술도 확보하는데 성공했다. 이 제품은 지진으로 건물이 흔들려도 수직ㆍ수평ㆍ회전 진동을 완충할 수 있고, 태양광 시설물이 건물 옥상과 분리돼 2차 사고를 막을 수 있는 게 장점이다.

연매출 100억원을 달성하고, 지난해에는 베트남 시장까지 진출한 라이트제림의 김 대표는 “유사시에 구조물이 멀쩡해도 전기ㆍ통신이 마비되면 사회 기능이 올스톱할 수 있다”며 “무방비 상태에 놓여 있는 건축물 내부 설비의 내진 기능을 보다 저렴한 비용으로 완벽하게 보강할 기술을 지속적으로 개발하겠다”고 강조했다.

Ten years ago, LIGHTJAELIM founded its research institute, believing that it is most competitive with its unique patent technology through steady research and development. LIGHTJAELIM is a manufacturer specializing in switchgear at Daegu National Industrial Complex in the Dalseong district of Daegu. It has developed an uninterrupted and non-dielectric seismic reinforcement system and a seismic resistant photovoltaic module array. As a result of successive developments, it has become the market leader.

In November 2017, a 5.4-magnitude earthquake occurred in a region 9km north of Pohang Buk-gu. Many companies suffered from secondary damage caused by power outages. However, companies with LIGHTJAELIM's earthquake-resistant seismic switchboards had relatively fewer power outages.

CEO Tae-Jin Kim, 55, said "When people encounter a powerful earthquake, the first thing that comes into their minds is the huge damage caused by the collapse of the building. However, in Korea, no buildings collapsed. The paralysis of building functions was caused by power failures. These failures happened because of the breakdown of switchboards from the vibration of the earthquake."

In this 20s, Mr. Kim himself almost died from an electric shock of 22,000V during a high voltage operation. Since that incident, he has developed new products with the aim of "safe and convenient product development." The injustice he experienced at the start of his career motivates him to persist in technological innovation.

"I started off working at a small subcontractor company 24 years ago," Mr. Kim explains. "Not only was the profitability low, but it was also common not to get paid the proper amount, even after the construction was done. I realized I would not be able to survive in this field without my own unique patent technology. However, a decade or so was necessary to lay down the foundation for technological innovation."

In 2011, the Great East Japan Earthquake and nuclear power plant accident in Fukushima caused more than 10,000 deaths and 80 trillion won worth of property damage. It was a turning point for Mr. Kim. "If the electrician's room had not been destroyed during the earthquake, the nuclear explosion could have been prevented," he stated. Mr. Kim also stated that the accident urged Korea to develop seismic switchboards.

After three years of trial and error, an 8.3 magnitude anti-vibration panel became a "steady seller" at LIGHTJAELIM. The excellent word-of-mouth from the 2017 Pohang earthquake played a big role in its popularity. The anti-vibration panel is made up of the up-and-down refracting type vibration pad. This type of pad was developed by the company's proprietary technology.

Mr. Kim explained that when the lower frame with the vibration pad is connected to the lower base of the switchboard and fixed to a road surface, it can resist an 8.3-magnitude earthquake. It underwent an earthquake test at the Earthquake Disaster Research Center of Pusan National University. The panel was confirmed to pass the test with a verdict of "No Harm." This earthquake test is recognized as the most prestigious test standard for earthquake-proof technology.

With this technology, LIGHTJAELIM has improved the seismic performance of its switchgear. Furthermore, they have lowered the price by 30% compared to existing products. In 2018, the company's product was the only one among domestic distribution panel manufacturers to be designated as a superior product by the Public Procurement Service.

Mr. Kim goes one step further. "The new technology and products need to be applied to the existing products in order to implement them in the field. The switchboards are big and heavy, and installation costs tens of thousands of won. Therefore, it was not easy for other companies to implement the technology despite knowing it was safer. In consideration of this, we have developed an uninterrupted and non-dielectric seismic reinforcement system. This system can reinforce seismic performance without causing an interruption in electricity or a need to move the equipment."

With the development of this system, it is possible to easily reinforce switchboards placed not only on concrete floors, but also on access floors. Access floors are double floors where telecommunication and power lines can be placed. The 8.3-magnitude earthquake resistance switchboard was also added to the system. This combination has made it an even more attractive product.

For the first time in Korea, this combined product was applied. At the end of last year, the system was added to the seismic retrofitting of the power supply facilities of the joint power of Sejong Facilities Management Corporation. To improve the aesthetic of the city, a common duct is buried underground. (A common duct is a space where urban infrastructure, such as electric power, water supplies, telecommunication, and heating, is contained.) This also preserves the city’s road structure and facilitates smooth traffic flow.

Mr. Kim also succeeded in securing the technology for installing a seismic resistant solar array without drilling a hole in a waterproof floor. The array can be used when a photovoltaic power generation facility is installed on the roof of a building. It is resistant to both typhoons and earthquakes. This product is capable of buffering vertical, horizontal, and rotational vibrations when the building is shaken by an earthquake. A further advantage is that solar facilities can be separated from the roof to prevent secondary accidents.

"Even if structures remain intact, social functions can be completely stopped if electricity and telecommunications are paralyzed," says Mr. Kim. He achieved annual sales of 10 billion won and advanced to the Vietnamese market last year. "We will continue to develop technology that enhances the seismic function of buildings' unprotected internal facilities at a lower cost."
