President Moon sees easing sanctions on North Korea necessary

문 대통령, 대북 제재 완화 필요하다고 봐

President Moon Jae-in and Chinese President Xi Jinping appear to have reached a consensus that easing sanctions on North Korea is necessary to revive the momentum for dialogue between the North and the United States.

문재인 대통령과 중국의 시진핑 주석이 북미 대화를 위해서 대북 제재의 완화가 필요하다는 데 공감한 것으로 보인다.

Cheong Wa Dae said Moon and Xi exchanged opinions during their summit in Beijing, Monday, about the draft of a fresh U.N. Security Council resolution proposed recently by China and Russia to remove some sanctions imposed on North Korea.

월요일 베이징 정상회담 후 청와대는 두 정상이 최근 대북 제재 완화를 위해 중국과 러시아가 제출한 유엔안전보장이사회 결의안 초안에 대해 의견을 나눴다고 말했다.

Moon and Xi agreed to make concerted efforts to revive the dialogue momentum and reduce tension on the Korean Peninsula. According to the South Korean presidential office, the Chinese leader told Moon that Seoul and Beijing should work together to help Pyongyang and Washington continue the denuclearization talks, saying China and South Korea could do many things if they joined hands. Moon agreed, saying maintaining the dialogue momentum was "more important than anything else."

두 정상은 북미 대화 지속과 한반도 긴장 완화를 위해 공동의 노력을 기울이기로 합의했다. 청와대에 따르면, 시 주석은 문 대통령에게 한국과 중국이 함께 북미가 비핵화 협상을 계속할 수 있도록 노력하자고 했다. 문 대통령은 또한 대화 모멘텀을 유지시키는 것이 ‘무엇보다 중요하다’고 말했다.

We view this as Moon's tacit agreement with China's efforts to push for the easing of sanctions on North Korea. A security aide for Moon also told reporters on condition of anonymity that Pyongyang and Washington need to take "simultaneous and paralleled" measures to move the denuclearization talks forward based on a landmark agreement reached by their leaders in Singapore in June 2018.

우리는 문 대통령의 이러한 기조가 대북 제재 완화를 위한 중국의 노력에 무언의 합의를 해준 것이라고 본다. 청와대 관계자 또한 익명으로 북미가 싱가포르 정상회담 합의 정신을 기초로 ‘동시적이고 병행적인’ 조치들을 취해나가야 한다고 말했다.

It seems there is a common perception between Moon and Xi that only the U.S. can break the deadlock by accepting North Korea's demands to some degree in return for the latter's suspension of nuclear and long-range missile tests for the past two years.

문 대통령과 시 주석 간에는 미국이 지난 2년 동안 핵ㆍ장거리미사일 실험을 중지한 북한의 요구사항을 어느 정도 들어줌으로써 대화의 돌파구를 마련해야 한다는 공통된 인식이 있는 것으로 보인다.

But while the U.S. is adamant about maintaining the sanctions and the belligerent North is set to take a "new path" ― which is apparently about resuming these tests after pulling out of negotiations with the U.S. ― it is not clear how the agreement between Moon and Xi will affect the situation.

하지만 대북 제제 기조를 확고히 유지하고 있는 미국과 ‘새로운 길’을 모색하고자 하는 북한을 감안하면 이 두 정상 간 합의가 얼마나 상황을 바꿀 수 있을지는 미지수다.

Moon's behavior could be a source of concern for the U.S., and will certainly prompt talks of his "pivot" to China and a possible rift in the Seoul-Washington alliance. But it is risky to jump to the conclusion that Moon has sided with China in urging the U.S. to ease sanctions on the North.

문 대통령의 기조는 미국에 걱정거리가 될 수 있고, 아마도 그의 ‘친중’ 행보니 한미동맹 균열이니 하는 이런 저런 얘기들이 나올 것이다. 하지만 미국이 대북 제재를 완화하도록 문 대통령이 중국 편을 들고 있다고 말할 수는 없다.

Moon also asked for China's help in making the North pursue negotiated solutions regarding its nuclear program instead of raising tensions with military provocations, stressing that this is not helpful for China and South Korea ― as well as North Korea.

문 대통령은 시 주석에게 북한의 도발은 중국이나 한국, 그리고 북한 자신에게도 도움이 안 된다고 강조하면서 북한이 대화를 통한 합의를 추구하도록 중국이 나서줘야 한다고 말했다.

Moon's views are understandable considering his consistent policy of promoting peace on the Korean Peninsula and the grim reality that U.S. sanctions stand in the way of revitalizing inter-Korean exchanges.

이러한 문 대통령의 생각은 그간 그가 추구해온 한반도 평화 노선과 남북 협력에 미국의 대북 제재가 장애물이 되고 있는 현실을 감안하면 이해가 된다.

It is time for the U.S. and the North to exercise restraint and come up with workable proposals to reduce tension and advance the stalled denuclearization dialogue. Patience is needed for all concerned parties, especially Pyongyang, to prevent aggravating the situation further.

북한과 미국은 서로 자제하고 긴장 완화와 대화 지속을 위해 실효성 있는 제안들을 서로에게 제시해야 한다. 상황을 악화시키지 않기 위해서 모든 당사국, 특히 북한은 인내심을 가져야 한다.
