North should take sincere step toward peace
북한은 평화를 위한 진정한 조치를 취해야 한다
North Korea’s plan to send its nominal head of state Kim Yong-nam to the PyeongChang Olympics is likely to have a positive effect on the Winter Games and inter-Korean dialogue.
명목상의 국가수반인 김영남을 평창올림픽에 보내기로 한 북한의 계획은 동계 제전과 남북 대화에 긍정적인 영향을 미칠 것으로 보인다.
His selection as chief of the North’s delegation could be designed to get Pyongyang abreast with the leaders of 26 countries attending the opening ceremonies.
그를 북한 대표단의 단장으로 선정한 것은 북한으로 하여금 개막식 행사에 참석하는 26개국 지도자들과 어깨를 나란히 하기 위한 것일 수 있다.
Kim, president of the Presidium of the Supreme People’s Assembly, will be the highest-level North Korean official to visit South Korea since the division of the Korean Peninsula. There was speculation that Choe Ryong-hae, vice chairman of the Central Committee of the North’s ruling Workers’ Party, would have led the delegation.
최고인민회의 상임위원장인 김영남은, 한반도 분단 이래 남한을 방문하는 최고위급 북한 인사가 될 것이다. 북한 노동당 중앙위원회 부위원장인 최룡해가 대표단을 이끌고 올 수도 있다는 추측도 있었다.
But the North found it difficult to dispatch Choe as he is among the blacklisted North Koreans under the international sanctions imposed on the country because of the Kim Jong-un regime’s nuclear and missile development programs.
그러나 최룡해는 김정은 정권의 핵미사일 개발 계획 때문에 가해진 국제 사회의 제재 대상에 포함되어 있기에 그를 보내기가 어려웠을 것이다.
Against this backdrop, Kim Yong-nam is certainly a realistic choice for the North’s chief delegate. He also attended the 2008 Summer Olympics in Beijing and the 2014 Winter Olympics in Sochi, Russia.
이런 배경 하에서, 김영남은 북한 대표단 단장으로서 분명 현실적인 선택이다. 그는 또한 2008년 베이징 하계올림픽과 2014년 소치 동계올림픽에 참석했다.
He is largely regarded as the ceremonial head of state with no real power and is elderly. This, however, does not necessarily belittle his presence at the Olympics. Rather, he may deliver a certain, if symbolic, message to the South and the world.
그는 실권이 없는 의전상의 국가수반으로 널리 알려져 왔고 그리고 고령이다. 그러나 이런 사실 때문에 그의 올림픽 참석의 의미를 폄하할 필요는 없다. 오히려, 그는 남한 뿐만 아니라 전세계에 상징적이지만, 어떠한 메시지를 전해줄 수도 있다.
