US, North Korea should seek further dialogue
미북은 후속 회담에 나서야
The breakdown of talks between U.S. President Donald Trump and North Korean leader Kim Jong-un in Hanoi, Vietnam, last week stunned the world.
지난주 베트남 하노이에서 열린 도널드 트럼프 미국 대통령과 북한 김정은 국무위윈장의 회담 결렬은 세계를 놀라게 했다.
The second U.S.-North Korea summit was supposed to build on the first in Singapore in June 2018, where the two leaders produced only a vague agreement to work toward North Korea's denuclearization. But instead of producing a more specific agreement, the two leaders only reaffirmed the huge differences in their positions.
제2차 미북 정상회담에서는 두 정상이 북한의 비핵화를 위해 노력하기로 막연한 합의만 도출했던 2018년 6월 싱가포르 1차 북-미 정상회담보다 한 발짝 더 나아간 결과물이 나왔어야 했다. 그러나 두 정상은 보다 구체적인 합의를 도출하는 대신 서로의 입장 차이만 재확인했다.
Since the two leaders' departure from Hanoi, many were left wondering whether there will be another summit because it ended without any agreement followed by a rare cancellation of a planned lunch and signing ceremony. For many Koreans, the collapse of the Hanoi summit was particularly heartbreaking because they had hoped that a successful one would create the conditions for the North Korean leader to visit Seoul soon.
합의문 없이 예정됐던 오찬 및 서명식 취소로 인해 두 정상이 하노이를 떠난 후 다시 미북 정상회담이 열릴 수 있을지에 대한 의구심이 적지 않았다. 많은 한국인들에게 하노이 정상회담의 실패는 특히 가슴이 아팠다. 성공적인 미북 정상회담이 김정은의 서울 답방 여건이 형성된다고 인식했기 때문이다.
While more people are increasingly skeptical of the usefulness of summits in achieving North Korea's denuclearization, there are some reasons to hope for better results in the future. One is that the two leaders did not seem to part ways in a hostile way. The White House disclosed a photo of Kim and Trump shaking hands before they said good-bye, and surprisingly Kim had a big smile.
북한의 비핵화를 달성하는 데 있어서 미북 정상회담의 유용성에 대해 회의적인 시각이 커지고 있는 상황이지만 앞으로 더 나은 결과를 기대할 수 있는 몇 가지 이유도 있다. 하나는 두 지도자가 적대적인 방식으로 헤어지는 것처럼 보이지 않았다는 점이다. 백악관은 김 위원장과 트럼프가 작별 인사를 하기 전 악수하는 사진을 공개했고, 놀랍게도 김 위원장은 함박웃음을 지었다.
There was also no bashing of the U.S. in the North Korean media or from the North Korean officials who took part in the negotiations. Trump also sounded his upbeat self after arriving home. One of his Twitter posts underlined "substantive negotiations" with Kim and the good relationship he had with the North Korean leader.
또 북한 매체나 협상에 참여한 북한 당국자들의 대미 비난도 상대적으로 없었다. 트럼프도 귀국 후 낙관적인 모습을 보였다. 그의 트위터에서 김 위원장과의 '심도 있는 협상'과 북한 지도자와의 좋은 관계를 강조했다.
Despite the continued rapport between the two leaders, the outlook for future U.S.-North Korea talks is not very promising because the two sides are saying completely different things. After the talks with Kim fell apart, Feb. 28, Trump gave a press conference at the JW Marriott Hotel with U.S. Secretary of State Mike Pompeo to explain what happened. "Basically, they wanted the sanctions lifted in their entirety, and we couldn't do that," Trump said.
두 정상의 계속된 호감에도 불구하고 양국이 서로 전혀 다른 입장을 내세우고 있어 향후 미북 회담 전망은 그리 밝지 않다 김 위원장과의 회담이 결렬된 후 트럼프는 마이크 폼페이오 미 국무장관과 함께 JW 매리어트 호텔에서 2월 28일 기자회견을 갖고 무슨 일이 있었는지 설명했다. 트럼프는 "기본적으로 그들은 제재가 완전히 풀리기를 원했고, 우리는 그렇게 할 수 없었다"고 말했다.
After Trump left, the North Korean side held a rare press conference where Foreign Minister Ri Yong-ho denied Trump's claim that the North had demanded the lifting of the sanctions "entirely."
트럼프가 떠난 뒤 북한측은 이례적으로 기자회견을 열어 "북한이 제재 해제를 '전적으로' 요구했다"는 트럼프의 주장을 반박했다.
Vice Foreign Minister Choe Son-hui said the U.S. had missed an "opportunity that comes in a thousand years" by refusing the North's proposals. She said that it was hard for the North to accept the U.S. position and that the North had only mentioned the lifting of sanctions that had to do with the livelihood of the North Korean people. She even said she had the feeling that the North Korean leader may lose motivation for further talks with the U.S.
북한 최선희 외무성 부상은 미국이 북한의 제안을 거부함으로써 “천재일우의 기회”를 놓쳤다고 말했다. 그녀는 북한이 미국의 입장을 받아들이기 어려웠고, 민생과 관련된 제재 해제만 언급했을 뿐이라고 말했다. 그녀는 심지어 북한 지도자가 “조미(북미) 거래”에 대한 의욕을 잃을 수도 있다는 느낌을 받았다고 말했다.
Despite the setback in Hanoi, it is crucial to keep the negotiations going. Otherwise, Kim may follow up on his pledge to seek a "new path" that he mentioned in his New Year speech, in which he warned the U.S. not to misjudge his patience. All parties concerned, including South Korea, should continue to work closely with each other for progress in the denuclearization talks.
하노이회담 실패에도 불구하고 협상을 계속하는 것이 중요하다. 그렇지 않으면 김 위원장이 신년사에서 미국에 북한의 인내심을 오판하지 말라며 언급한 “새로운 길”을 모색할 수도 있다. 한국을 포함한 모든 당사국들은 비핵화 회담의 진전을 위해 계속 긴밀히 협력해야 한다.
