Time to bring peace, prosperity to Korean Peninsula

한반도에 평화와 번영을 만들어 나갈 때이다

The country marked the 100th anniversary of the March 1 Independence Movement against Japanese colonial rule Friday. This year's celebration carries special meaning as the nation seeks to overcome the legacy of the shameful past and move toward peace and prosperity on the Korean Peninsula.

금요일 한국은 3ㆍ1 만세운동 100주년을 기념했다. 올해의 기념 행사는 우리나라가 치욕적인 과거 유산을 극복하고 한반도에서 평화와 번영을 향해 나아가려 하고 있기에 특별한 의미를 지니고 있다.

In this regard, President Moon Jae-in's address at the centennial ceremony drew much attention. He presented his vision for a "new Korean Peninsula regime" aimed at turning the peninsula into a new community of peace and cooperation. He wants to end confrontation and conflict not only on the peninsula but also in Northeast Asia.

이런 점에서, 문재인 대통령의 100주년 기념식 연설은 큰 관심을 끌었다. 문 대통령은 ‘신 한반도체제’를 위한 비전을 제시했는데, 이는 한반도를 평화와 협력의 새로운 공동체로 만들어가는 것을 목표로 한다.

As the President pointed out, the country should first sweep away the remnants of Japanese colonialism and imperialism. To that end, we have to advocate the spirit of the independence movement which was based on national self-determination, peace, coexistence and co-prosperity.

문 대통령이 지적했듯이, 한국은 우선 일본의 식민주의와 제국주의의 잔재를 청산해야 한다. 이를 위해, 우리는 민족 자결, 평화, 공존 및 공동 번영에 기초한 3ㆍ1 독립운동의 정신을 지지해 나가야 한다.

Moon cited ideological conflicts between the right and the left and red-baiting as a legacy of the oppressive 1910-45 Japanese rule. In a broad sense, national division, the Korean War and dictatorship could be seen as resulting from the colonial past. He stressed true liberation will come after we discard aversion and hatred toward others, and only then the country can begin a new century.

문 대통령은 좌우 이념 갈등과 빨갱이 사냥을 억압적인 일제 통치(1910~45)의 유산으로 꼽았다. 넓은 의미에서, 민족 분단, 6.25전쟁, 그리고 독재 정치는 과거 식민 지배가 원인이 되었다고 볼 수 있다. 문 대통령은 진정한 해방은 우리가 타인에 대한 혐오와 증오를 버릴 때 도래할 것이며, 그런 후에야 우리나라는 비로소 새로운 100년을 시작할 수 있다고 강조했다.

It is also worth noting that Moon has promised to strengthen cooperation with Japan. Seoul-Tokyo ties have recently deteriorated following rows over victims of Japan's wartime sexual slavery and forced labor as well as a military radar lock-on dispute.

문 대통령이 일본과 협력을 강화하겠다고 약속한 것 또한 주목할 만하다. 한일 관계는 최근 일본의 전시 성 노예 및 강제 노동 피해자에 대한 분쟁과 군 레이더 추적 공격 문제로 악화되어 왔다.

Needless to say, improving relations with the former colonial power is imperative. The two neighbors need to solve historical matters and other pending issues through dialogue and compromise. Without doing so Korea and Japan can never forge a future-oriented partnership.

말할 것도 없이, 옛 식민 통치 국가와의 관계를 개선하는 것이 시급하다. 두 이웃 국가는 역사 문제와 다른 현안들을 대화와 타협을 통해 해결하는 것이 필요하다. 이렇게 해결하지 않고서는 한국과 일본은 결코 미래지향적인 동반자 관계를 만들어 갈 수가 없다.

The March 1 celebration came a day after U.S. President Donald Trump and North Korean leader Kim Jong-un failed to reach any denuclearization agreement at their second summit in Hanoi. In relation to the failed talks, President Moon has pledged to play a more active role to prod the North to denuclearize without fail.

3ㆍ1운동 기념식은 도널드 트럼프 미국 대통령과 북한의 김정은 북한 국무위원장이 하노이에서 열린 2차 북미정상회담에서 비핵화 합의에 실패한 지 하루 후 행해졌다. 결렬된 회담과 관련하여, 문 대통령은 반드시 북한이 비핵화하도록 더 적극적인 역할을 수행하겠다고 약속했다.

It is apparent that Moon has floated the idea of creating the new Korean Peninsula regime as part of his efforts to break the deadlock in the U.S.-North Korea nuclear negotiations. A community of peace and cooperation on the peninsula cannot be established without the North's complete and verifiable denuclearization.

문 대통령은 북미 비핵화 협상의 교착 상태를 타개하려는 노력의 일환으로 신 한반도 체제를 만들겠다고 제안한 것이 분명하다. 한반도에 평화와 협력의 공동체는 북한의 완전하고 검증 가능한 비핵화 없이는 구축할 수가 없다.

However, it would not be impossible to translate his ideas into action if the two Koreas revive the spirit of the March 1 movement. We urge the Kim regime to return to dialogue with the U.S. as soon as possible to resolve the nuclear showdown.

그러나, 남북이 3ㆍ1운동의 정신을 부활시킨다면 문 대통령의 제안을 실행에 옮기는 것이 불가능하지 않을 것이다. 우리는 김정은 정권이 핵 대결을 해결하기 위해 가능한 빨리 미국과의 대화에 복귀하길 촉구한다.

More importantly, Seoul and Pyongyang should work together to create a community of peace and economic cooperation which can be extended to East Asia and the Eurasian region. Genuine liberation can be achieved when we overcome national division.

더 중요한 것은, 남북이 동아시아와 유라시아 지역으로 확장될 수 있는 평화와 경제 협력 공동체를 만들어 나가기 위해 협력해야 한다. 진정한 광복은 민족 분단을 극복할 때 달성될 수 있다.
