Watch out for impact on Washington’s policy on Korea

트럼프 행정부의 한국 정책에 미칠 영향에 주목해야

President Donald Trump’s Republican Party, which currently controls both chambers of Congress, has lost control of the House of Representatives but kept the Senate in midterm elections Tuesday. This is the first time for the Democrats to take the House in eight years.

현재 의회를 장악한 도널드 트럼프 미 대통령의 공화당이 중간 선거에서 하원을 민주당에 내주고 상원을 지켜냈다. 민주당이 하원을 탈환한 것은 8년만이다.

President Trump is likely to face tougher checks from the Democrats on major policies, such as immigration, taxes, healthcare and trade. Leader of the House Nancy Pelosi vowed to restore the Constitution’s checks and balances against the Trump administration.

이민, 세금, 건강보험, 통상 등 트럼프의 주요 정책이 앞으로 하원의 강력한 제재를 받을 것으로 예상된다. 낸시 펠로시 민주당 하원 원내대표는 트럼프 행정부에 대한 헌법의 견제를 복원하겠다고 밝혔다.

The elections coincided with news of the postponement of a high-level U.S.-North Korea meeting that was scheduled to take place in New York, Thursday.

이번 선거는 목요일 뉴욕에서 열릴 예정이었던 북미 고위급 회담 연기 소식과 겹치면서 관심을 불러일으켰다.

There had been much expectation for the meeting between U.S. Secretary of State Mike Pompeo and Kim Yong-chol, vice chairman of the North’s ruling Workers’ Party Central Committee, to close the gap in nuclear negotiations and settle the details for a second summit between Trump and North Korean leader Kim Jong-un. But the meeting was canceled abruptly at the last minute, sparking concerns the two sides were experiencing difficulties in their negotiations.

마이크 폼페이오 미 국무장관과 김영철 북한 노동당 부위원장의 회동은 북미 핵 협상의 이견을 좁히고 트럼프와 김정은의 두 번째 정상회담의 세부 사항을 논의할 것으로 기대를 모았다. 그러나 회담이 막판에 갑자기 취소됐고 양측이 협상에 어려움을 겪고 있다는 우려가 촉발됐다.

Pyongyang has called for the easing of sanctions and has been reluctant to comply with the U.S. demand for a list of its nuclear weapons, and other steps for accelerating its denuclearization.

평양은 제재 해제를 강조하면서 미국이 요구하는 핵무기 리스트 제출 등 구체적인 비핵화 절차 진행에 거부 반응을 보여왔다.

The delay in U.S.-North Korea talks could affect the peace process on the Korean Peninsula and inter-Korean economic cooperation that President Moon Jae-in has strongly pushed for. While Moon is still pursuing Kim’s visit to Seoul within the year, Trump said during a post-election press conference he expected a second meeting with Kim will take place sometime early next year. He added he was in no rush and “sanctions are still on,” urging North Korea to be responsive. The high-level meeting should be rearranged at an early date so the U.S.-North Korea talks do not lose momentum.

북한과의 협상 지연은 문재인 대통령이 추구하는 한반도 평화 프로세스와 남북 경제 협력에 영향을 미칠 수 있다. 문 대통령은 여전히 연내 답방을 추진하고 있지만 트럼프 대통령은 선거 후 가진 기자회견에서 김정은과 내년 초에 다시 만날 것으로 예상한다고 말했다. 또 트럼프 대통령은 아직도 제재는 유효하다면서 북한이 기대에 부응할 것을 요구했다. 북미 협상이 동력을 상실하지 않도록 조속히 고위급 회담이 재개되기 바란다.

Trump is expected to keep his policy on the North, but could face further gridlock in Congress if the Democrats keep putting the brakes on his administration with a view to winning the presidential race in 2020. This could affect the pace of Trump’s North Korea policy.

트럼프의 대북 정책에는 큰 변화가 예상되지는 않지만 민주당이 2020 대선 승리를 염두에 두고 트럼프 행정부의 발목을 잡으면 의회에서 교착 상태에 빠질 수도 있다.

It is urgent for Seoul to prepare for the uncertainties that may rise in the wake of the election.

우리 정부로서는 트럼프에 대한 중간 평가로 볼 수 있는 이번 선거로 인해 일어날 수 있는 여러 불확실성에 대비할 필요가 있다.

It would be timely to expedite parliamentary exchanges with the U.S. to promote communication on key bilateral issues in the alliance and in trade, such as revisions to the Korea-U.S. Free Trade Agreement.

한미동맹과 한미 자유무역협정 보완과 같은 통상 이슈 등 양국의 주요 현안에 대한 소통을 강화하기 위해 의원 외교를 강화하는 것도 시의 적절한 방법이 될 수 있다.
