Trump hints at another meeting with NK leader

트럼프 대통령, 북한 김정은 위원장과 재회 예고

U.S. President Donald Trump has hinted that he may meet with North Korean leader Kim Jong-un again, raising expectations for a breakthrough in the stalled denuclearization talks between the two countries.

도널드 트럼프 미 대통령이 북한 김정은 위원장과 다시 만날 것을 암시하는 발언을 해 정체된 양국 간 비핵화 회담에 획기적인 전기가 마련될 것인지 기대가 고조되고 있다.

During an interview with Reuters Monday, Trump said that he was “most likely” to meet with Kim again, although he did not give more details on the venue or date. It would be their second meeting after the first on June 12 in Singapore. During the historic summit, the two leaders produced an agreement to work toward North Korea's denuclearization. They also agreed on implementing measures to advance bilateral relations, including the return of the remains of U.S. soldiers killed during the 1950-53 Korean War. Pyongyang returned some of the remains in July.

트럼프 대통령은 월요일 로이터 인터뷰에서 김정은과의 만남에 대해 묻는 질문에 “거의 그럴 것 같다”고 말하면서 구체적인 장소와 시점에 대해서는 함구했다. 6월 12일 싱가포르 북미 회담 이후 두 번째 만남을 시사한 것이다. 역사적인 북미 회담에서 두 정상은 북한의 비핵화를 위해 협력한다는 합의를 도출했다. 또한 한국전쟁에서 전사한 미군 유해 송환 등 양국 관계를 진전시키기 위한 조치 이행에 합의했다. 북한은 미군 유해의 일부를 7월 미국으로 돌려보낸 바 있다.

Since the Trump-Kim meeting in Singapore, Trump has faced mounting criticism that it did not produce any visible outcome in changing North Korea. But Trump refuted such views, saying he stopped North Korea’s “nuclear and missile testing.”

싱가포르 회담 이후 트럼프 대통령은 첫 북미 회담이 북한을 변화시키는 데 별다른 진전을 가져오지 못했다는 비판을 받아왔다. 그러나 트럼프 대통령은 자신이 북한의 핵과 미사일 시험을 멈췄다며 이러한 시각을 반박하고 있다.

The mention of a second meeting with Kim shows that Trump is eager to communicate directly with him and willing to work toward improving bilateral relations. During the Reuters interview, Trump said that they shared “great chemistry.”

2차 북미 회담에 대한 언급은 트럼프 대통령이 김정은과 직접 소통하기를 원하고 양국 관계를 진전시키는 데 협력할 의지가 있음을 보여주는 것이다. 로이터 인터뷰에서 트럼프는 김정은과 “궁합이 좋다”고 말했다.

Speculation is rising that the two may meet in New York next month during the United Nations General Assembly. If confirmed, it would be a crucial addition to a month of summits which have grave impact on the security on the Korean Peninsula. Chinese President Xi Jinping is reportedly planning to visit Pyongyang in September to celebrate the 70th anniversary of the country's founding at the invitation of Kim. The North Korean leader has already travelled to China three times to meet with Xi this year. The two Koreas have also agreed to hold a third inter-Korean summit next month in Pyongyang. The leaders previously first met on April 27, producing the Panmunjeom Declaration and again on May 26, ahead of the first U.S.-North Korea summit in Singapore.

내달 유엔 총회에서 양정상이 재회할 것이라는 관측도 제기된다. 만약 성사된다면 9월 한반도에 지대한 영향을 끼칠 잇단 정상회담에 또 중대한 일정이 추가되는 것이다. 시진핑 중국 국가주석이 김정은의 초청으로 북한 건국 70주년을 맞아 방북할 것이라는 보도가 나오고 있는 상황이다. 김정은은 올해 벌써 세 번이나 중국을 방문해 시 주석을 만난 바 있다. 또한 남북은 9월 평양에서 이번 정부 들어 세 번째 남북정상회담을 가지기로 합의한 바 있다. 문재인 대통령과 김정은은 4월 27일 첫 정상회담에서 판문점선언을 도출해 내고 이어 5월 26일 첫 북미 회담을 앞두고도 만난 바 있다.

U.S. Secretary of State Mike Pompeo will soon travel to Pyongyang. Since the June 12 summit, North Korea has not shown much indication of giving up its nuclear and missile programs, and has continued to slam international sanctions. During their second summit, the two leaders should build on their first meeting and produce an agreement that contains more specific measures to ensure North Korea’s denuclearization.

마이크 폼페이오 미 국무장관이 조만간 평양으로 갈 것으로 예상된다. 6월 12일 북미 회담 후 북한은 아직도 핵과 마사일 개발을 중단하기 위한 확실한 조치를 취하지 않고 있다. 2차 북미 회담에서는 두 정상이 첫 회담에서 쌓은 성과를 바탕으로 북한의 비핵화를 위한 더 구체적은 조치를 담은 합의에 도달하기 바란다.
