Shop owners, consumers confused by sudden policy change

성급한 정책 변화로 혼란스러운 점주와 소비자

The government’s sudden push for eco-friendly policies is causing confusion for both consumers and business owners.

정부의 갑작스러운 친환경정책으로 소비자와 업계에 혼란이 빚어지고 있다.

The Ministry of Environment began a nationwide crackdown on the use of disposable cups at coffee shops and fast food stores Thursday.

환경부는 커피숍과 패스트푸드 가게에서 일회용 컵의 전국적인 규제를 목요일부터 시행하고 있다.

The new regulation requires shops to use mugs and glasses instead of disposable cups for customers who consume their drinks on location. The use of plastic cups will be limited to customers who get their drinks to go. Shops that do not adhere to the rule will be fined up to 2 million won ($1,786) depending on the size of the establishment. Local governments will be responsible for enforcing the rule.

새로 시행되는 규칙에 따르면 가게 내에서 음료를 섭취하는 고객에게는 머그컵이나 유리잔을 제공하고, 일회용 컵은 음료를 가지고 나가는 손님에게만 제공할 수 있게 된다. 위반업소는 규모에 따라 최대 200만원의 과태료가 부과된다. 각 지자체가 규칙 시행 여부를 점검할 의무가 있다.

Through the new regulation, the government is aiming to reduce plastic waste. Korea is one of the world's biggest producers of such waste at 98.2 kilograms per person annually. The ministry is aiming to cut this in half by 2030.

이를 통해 정부는 플라스틱 쓰레기를 줄이고자 하는 목표를 가지고 있다. 한국인이 1년에 일인당 배출하는 플라스틱 쓰레기는 98.2㎏, 세계에서 가장 많은 수준이다. 환경부는 2030년까지 이를 절반까지 내린다는 목표다.

The government is also enforcing a crackdown on the use of plastic bags. This affects supermarkets, grocery stores, and even bakeries which so far have provided customers with plastic bags for free.

정부는 또 비닐봉투 사용도 규제한다. 대형마트와 슈퍼마켓, 그리고 이 때까지는 무료로 비닐봉투를 제공했던 제과점도 해당된다.

The policy is a step in the right direction to join the global trend in reducing plastic waste, but many shops and consumers are largely unprepared, casting doubts about the policy's effectiveness. Some shops were short of mugs and glasses and employees are forced to spend much more time than before washing cups. This could create problems particularly during busy times like lunch hour at restaurants and coffee shops.

이는 플라스틱 쓰레기를 줄이기 위한 세계적인 경향에 동참하는 데 필요한 일이다. 그러나 업계와 소비자들은 아직 준비가 한참 부족해 정책 실효성이 의문스럽다. 어떤 가게에서는 머그잔과 유리잔이 충분히 준비가 되지 않는가 하면 직원들은 예전보다 설거지에 더 많은 시간이 걸리기도 한다. 식당과 커피숍이 제일 바쁜 점심 시간과 같은 경우 이런 것들이 문제가 될 수 있다.

There is no doubt Korea is in dire need of policies to protect the environment by reducing the use of disposable goods. However, it is wrong for the government to hastily pursue policy changes without considering the impact on businesses and citizens. The ministry needs to prepare proper guidelines to ensure retailers can respond to the change properly.

한국에서는 일회용 쓰레기를 줄여 환경을 보호하기 위한 정책이 시급하다. 그러나 업계와 시민들에게 미치는 영향을 충분히 고려하지 않은 채 성급하게 정책을 추진하는 것은 잘못된 것이다. 환경부는 업소들이 제대로 대응할 수 있도록 명확한 가이드라인을 마련해야 한다.

At the same time, the government should actively carry out awareness campaigns about the need to cut down on plastic waste and urge citizens to be more conscious of their use of disposables. Consumers also need to become more environmentally conscious and do their part as well, starting with bringing their own tumblers to coffee shops.

이와 함께 정부는 플라스틱 쓰레기 줄이기의 중요성을 전파시키는 캠페인을 지속적으로 전개하고 시민들이 좀 더 일회용품에 대한 경각심을 가지도록 해야 한다. 소비자들도 커피숍에 갈 때 텀블러를 지참하는 등 환경을 의식하는 노력을 할 필요가 있다.
