Lawmakers should abolish ‘special activities’ expenses
국회의원들은 특수활동비 폐지해야
The National Assembly has come under mounting criticism for its outdated practice of having expenses for “special activities.”
국회의 특수활동비라는 ‘낡은 관행’이 도마에 올랐다.
The Assembly was found to have used more than 24 billion won ($21 million) on the so-called special allowances for lawmakers from 2011 to 2013, according to the civic group People’s Solidarity for Participatory Democracy. The Assembly disclosed how parts of the special allowance had been spent, following three years of litigation filed by the civic group to make the details public.
시민단체 참여연대에 따르면 국회가 2011년부터 3년간 240억원을 특수활동비 명목으로 사용한 것으로 드러났다. 참여연대가 특수활동비 내역을 공개를 요구하며 행정소송을 제기한 지 3년 만에 국회가 특수활동비 용처를 일부 공개 한 것이다.
A big chunk of the special allowance is given to those who hold key posts in the Assembly, such as the speaker, floor leaders and heads of the Assembly’s standing and special committees. All lawmakers also receive incentives for “policy development.”
국회특수활동비의 상당부분은 국회의장, 원내대표, 상임위 및 특위 위원장 등 국회 내 주요직책을 맡고 있는 의원들에게 지급된다. 모든 의원들이 "정책개발비" 명목으로 인센티브도 받고 있다.
The purpose of the Assembly’s special allowance system is to assist lawmakers in their public duties, such as confidential investigations. But this is far from the reality. The information disclosed by the civic group confirms widespread public suspicions that the lawmakers are spending it like their own pocket money.
국회 특수활동비는 기밀이 요구되는 수사 등 의원들의 공적 활동을 보좌하는데 사용하라고 있는 것이다. 그러나 현실은 이와 전혀 다르다. 이번에 참여연대가 공개한 내역을 보면 그 동안 국회의원들이 특수활동비를 쌈짓돈처럼 써왔다는 의혹이 사실로 확인된다.
The Assembly’s special allowance system came to public attention when former main opposition Liberty Korea Party leader Hong Joon-pyo admitted to using it personally when he was serving as the head of the House Steering Committee in 2008. He said he had taken home some of the money and given it to his wife during prosecutorial questioning in 2015, adding he had the right to do what he wanted with the money since it was his. His remarks fueled calls to abolish the system. But since then, no progress has been made with regard to promoting transparency of the special allowance.
국회 특수활동비는 홍준표 전 자유한국당 대표가 2008년 국회운영위원회 위원장으로 재임할 당시 이를 사적으로 사용했다고 시인하면서 주목을 받았다. 2015년 검찰조사를 받고 있던 홍 전 대표는 일부를 집에 가져가 아내에게 주었으며, 자기에게 넘어온 이상 자기 돈이기 때문에 마음대로 쓸 권한 있다는 취지의 발언을 한 것이다. 이로 인해 특수활동비를 폐지해야 한다는 여론이 일어났으나 그 때 이후로 특수활동비 투명성 제고에 아무런 진전이 없었다.
The biggest problem is that lawmakers are not required to submit receipts of their spending; so there is no way of knowing exactly who is spending how much and on what.
가장 큰 문제가 되는 것은 의원들이 영수증을 제출할 의무가 없기 때문에 누가 정확하게 얼마나 쓰고 어떻게 쓰는지 알 수가 없다는 것이다.
Korean lawmakers are already notorious for collecting hefty paychecks and enjoying all kinds of privileges while not doing much. It is wrong to maintain the special allowance system that is being abused as lawmakers' second paychecks.
한국 국회의원들은 이미 별로 하는 것도 없이 많은 월급을 받고 온갖 특혜를 누리는 것으로 악명이 높다. 두 번째 월급으로 전용된 특수활동비를 유지하는 것은 잘못된 것이다.
It is time for the Assembly to do away with the lax management of the special allowance system. Parties should consider the proposal made by Roh Hoe-chan, floor leader of the minor Justice Party, in light of the public outrage over the special allowances. Roh suggested during a press conference Thursday to leave out the special allowance from the Assembly 2019 budget and disclose the spending of the money that has already been paid out this year. This is a sensible suggestion that could be the start of raising the Assembly’s transparency.
이제는 국회가 방만한 특수활동비 운영에 제동을 걸어야 한다. 특수활동비에 대한 공분을 감안하면 여야는 정의당 노회찬 원내대표의 제안을 고려해 볼 필요가 있다. 노 원내대표는 목요일 국회 기자회견에서 2019년 국회예산에서 특수활동비를 폐지하고 올해 미지급된 금액에 대해서는 내역을 공개하는 방안을 제안했다. 이는 국회의 투명성을 높일 수 있는 합리적인 방안이 될 수 있다.
